2021–Supporting oversight[ the challenge ]
Making sure the money arrives
Special purpose funds such as the Financial Inclusion Fund (Hustler Fund), Uwezo Fund and Youth Enterprise Development Fund exist to reach people that banks often miss. Parliament's job is to check that they are well governed and that the money gets where it is meant to go.
[ what I do ]
From audit report to committee question
- Analyse Auditor-General reports, financial statements, management responses and governance risks of special purpose funds.
- Develop cross-cutting findings, lines of questioning for Accounting Officers and recommendations from audit reports.
- Draft committee reports and support committee inspection visits.
- Prepare briefing notes, talking notes and advisory reports for Members of Parliament on public finance, governance and accountability.
- Serve on the departmental liaison team that checks Bill analyses are complete and sound before they go to the House.
- Work with government institutions and constitutional commissions to gather evidence for investigations.
[ the outcome ]
Evidence on the floor of the House
I have prepared over 200 research briefs, committee reports and policy papers, and contributed to committee reports tabled before the National Assembly. My earlier work with savings groups shapes the questions I ask: I know what it looks like when credit reaches people, and when it doesn't.
